It's cheap, light, and comfortable for birds! It's also extremely easy to make and requires supplies that can be bought pretty locally.
To mass produce and hang on high trees, it's better to be light.

The construction worker needs this because:
The man is in a wheelchair, he cannot hang the houses up high so he must through them at the trees and hope they hang. For this reason, they must be light and spherical. He also works a low paying job and sells umbrellas. and cannot get very far to get supplies because of the wheelchair, so he has to use things that are cheap and locally bought. He uses the metal prongs and fabric from the broken umbrellas to create his bird houses.

Where can it be used?
It can be placed in cracks and crevices around your yard, or nestled in grass and inside of holes. You can also attach the rope and hang it from varying heights from trees.

Maybe the construction worker needs to put multiple birdhouses so it doesn't fall over or break. So making it lightweight helps. The use of plastic makes it easily accessible and cheap, allowing the construction worker to kind of "mass produce" the bird houses.

This is an easy way to make a nature-theme decoration for the house he's trying to build. It is also an affordable decoration. The reason he wants to make it lighter than a brick is because if he's hanging or placing it somewhere, it could fall and damage the eggs or hurt the bird inside.

Do the same, but with plastic - preferably has around the same circumference as the wicker.
3. Create a long chain of paperclips; long enough for one to be able to reach the birdhouse, but not too long to where it dangles precariously close to the ground/human bodies.
4. Stick the ends of the paperclip chains to the flat side of the plastic dome (any material can be used; glue, tape, nails, as long as it is durable).
5. Stick the dome and wicker together by their flat sides, with the ends of the paperclip chains in between the two (once again, any material can be used as long as it is durable).
6. If you used glue, wait for it to dry properly.
7. Hang it up wherever you think would be fit for a birdhouse. It must be accessible to the birds themselves, so indoors is not ideal unless you have an indoor bird as a pet.
8. Enjoy the birdhouse and the singing of the birds that come to it!
