         <description><![CDATA[<div>This visit provided clarity between St. Paul Housing Opportunities and Section 8 housing. St. Paul Housing Agency is basically a landlord with properties to rent to those that meet the income guidelines. The agency is federally funded and it's resources are already stretched. Environmental capital makes a big different for our children and families.&nbsp; If they have safe and secure housing, other areas of capital are influenced (food/energy/community, cultural, social, etc.) Safe and secure housing helps children have a fair/head/healthy/safe/moral start.<br>Karen</div>]]></description>

         <title>Overwhelmed but more enlightened -</title>

         <description><![CDATA[<div>I know more about PHA, HUD and Section 8.&nbsp; These housing management programs definitely try to meet the needs of many low income individual and families. It is concerning that the number of<br>available units owned by this independent government agency are not enough and there are many families waiting for housing.&nbsp; They do not provide emergency housing but it appears that the staff work with other county human service agencies.&nbsp; I was very surprised to learn that they are totally dependent on federal funds to run their projects and programs and that St. Paul's PHA does not receive funding from city or state funds (some special purpose grants). This lack of secure economic capital would make the agency vulnerable to be less able to grow its environmental capital to respond to the growing needs for low income housing. &nbsp; PHA maintains its housing and rental properties<br>and this helps ensure that families can have a fair and safe place to raise their children.&nbsp; As with any big government agency. I did not get the feeling that staff (case managers) provide a warm and personable service to clients. <br><br>JVS<br><br><br><br></div>]]></description>
