Power is decided in this scene because Stephano has the drink. Despite this, power only works if everyone recognizes that power, and in this case, Trinculo disregards the power for the chance to make some japes. It reflects modern power dynamics as if the drink was money. Today, whoever has the money is in charge, and can use the money to stay in charge, by bribery, and also being able to threaten to have people replaced with machines. This is true especially when the person is someone of authority, because there's no easy way to retaliate

Antonio and Sebastian believe Ferdinand to be dead, so they tease those who think he's alive. Gonzalo and the other nobles believe that Ferdinand is alive and try to hearten their king with their perspective. Ariel knows Ferdinand is alive, but is acting as Prospero commanded him to, likely to judge the character of Antonio and Sebastian 12 years after being apart.
