The tone is sort of a depressed feel, but has peaks of upliftment at points. Like in that quote, moments of sadness (being a depressing toned sentence) and joy have flown by (Being a peak up good)

“Before the Lord tells me,...”

Appeals to religious believers. She could have not included “the lord”, but she did. Also I think people associate religion with peacefulness. As the end of the poem she talks about what's really important which is an uplifting part, in other words peaceful part.
