In this Pasuk, Hashem emphasized that he only swore out of anger. Therefore, he would able to take it back, so to speak. In White Chicks, one of the girls has a BF, which is just a momentary freak out. This passuk shows us how much Hashem has done and how we are on his land. It shows that he created the land and the sea, proving how powerful he is. This pasuk emphasizes the   fact that Hashem has control over everything from the top of the mountains to the bottom meaning he has control of everything in the world. This picture shows a throne  with a crown (Hashem) on top of the world because he controls and created all of it
I like this pasuk because Judaism is all about  that Hashem is in control and this pasuk tells us just that.

Unlike the land, Hashem made the sea completed without any need for improvement. It is not for people to fix because it is already complete. In Finding Nemo, the seagulls are aggressively saying "Mine, mine, mine..." In this pasuk Hashem freaks out, but then we see that it was temporary because he was just angry at the time but he would get over it.
