This is just a guess, so I'm not sure if it is correct. First of all I see a Greek goddess to my opinion, and god and goddesses bring peace to the Greek. God and Goddesses were well-respected. Also this goddesses is holding the scale (which mean equal) higher than the sword (which mean war), this means that peace is always higher than war. Around her I notice the olive branch, and olive branch have two meaning. The first meaning is victory and the second meaning is peace.

This is not a guess, so probably I'm correct. First of all the lady with the sword is the goddess of justice or lustitia (lustitia came from romans) which mean that the one she's holding is the equal rights of everyone, and with the leafs on the bottom was called the civic crown (Cesar and all Roman Kings were it) which came from the Romans and it means the second highest military decoration which make a citizens to make hopes and to make achievements. And the sword represent the symbolizing of reason and justice and this can be use against any party. And the lady is blind fold because it represents objectivity.

The civic crown was on the Romans shield ( And it look cool when they do tustodo)

The civic crown are mostly use by police officer and you can see it by their budge with the eagle and you can see it from there uniforms.
