There are a few key reasons why the media requires regulation.

The media is extremely powerful and it is the responsibility of those working in the media to protect vulnerable audiences, people who specifically scare easily, struggle to differentiate between reality and fiction and people who attempt to fit into society by simply making themselves whatever they are expected to be as seen within media. Children are specifically at risk as something they see within a movie or game that is not real can influence them heavily because they cannot understand the difference between fiction and reality.

Because of the enormity of the media industry and places like Hollywood, western culture is spread across the world containing stereotypes and societal norms of the country it was created in but not any representation for those living in other countries. Each country regulates their media to ensure that there is a large enough proportion of the media shown specifically to children that is from their country of origin in order to preserve culture. Using content quotas is one way that countries ensure this gets done, by ensuring there is a minimum amount of media being produced that is local and preserves culture. It also ensures that the media industry in these countries continues to make money, by guaranteeing a minimum the country in question is able to sustain their media industry without the concern of other countries development.

There is also a growth of fake news during the age of social media and regulation is needed in order to protect those who are at risk of being deceived online.

Is there a difference between regulation and censorship?

Yes, although there is overlap between the two censorship is more extreme. Regulation is done in service of protecting people who could be at risk to being harmed by the influence of the media. Censorship is the suppression of expression of certain information, the opinions of a group or an individual. Regulation is typically done in service of people who would be at risk navigating media without understanding (such as children) however censorship is the act of actively silencing something that could be damaging to those in power, not those vulnerable. Social media has blurred the lines between regulation and censorship as there is a grey area between opinion and fact on social media. Removing fake news can be considered regulation but removing someones opinion on fake news falls closer into the bracket of censorship. This is something platforms such as twitter is constantly dealing with, trying to protect those using their platforms from things that may be harmful to them however in doing so, silencing people who are simply voicing opinions.

Generally yes, but it is becoming less so since the development of Web 2.0 as the Internet has become increasingly difficult to regulate. The accessibility of the Internet and ability for people around the world to post whatever opinion or content they see fit (often with anonymity) means that there is less consequence for sharing opinion and greater difficulty for institutions to regulate this growing influx of content. This makes it the most popular form of media, including amongst the youth. This issue has arisen with media such as the show Squid Games, where young children have been able to follow it online despite the age restrictions (form of regulation) on streaming platforms for violence.
