This convention is all about eliminating racial discrimination. Article 1 #2 states the convention shouldn't apply to exclusion or preferences made by a state party to the convention between citizens and non citizens. Article 2 #1 (e) also says each state party should integrate multiracial organizations and movements along with eliminating barriers between races. Which discourages anything that would possibly strengthen racial division. The 14th amendment is an example of the U.S government helping to achieve this goal because it grants equal civil and legal rights to all born or naturalized in the U.S. Some of the articles in the 14th amendment include life, liberty, equal protection, freedom of: religion, speech association, and voting. This person will represent the will of the people through the majority rule. An example of this being part of the U.S government is the Brown V Board of education which challenged Plessy V Ferguson. 13 minority parents and their children were involved because they couldn't go a school closer to them due to the segregation laws.These laws violated the Equal protection clause. This shows the majority representing the minority because it caused social change in the U.S and it´s treatment to people of color.
