For the majority of the film they used a Kodak 35mm camera because Sam Mendes (the director) wanted to create an authentic feel to the film. Only the title sequence was digital (Skyfall is the only totally digital James Bond film).
As it gave it a more authentic, British feel, it appealed more to the audience because it was more familiar to them - all the other James Bond films (except Skyfall) were filmed on film.
Spectre could afford whatever technology they wanted to use for the film, because of the fact that Columbia Pictures, along with MGM had a huge amount of money that Spectre could use - they knew it would pay off as James Bond films are always inevitably successful.

Independent films tell stories that could not possibly be told in blockbuster form. Inspired by true events, Honeytrap tells the story of a 15-year-old girl, Layla, who sets up a loverlorn boy by leading him into a brutal gangland killing. It’s a tough subject. And one told from a girl’s perspective (Layla is played by Skins actress Jessica Sula). Thus, the studio bigwigs will need to see it to believe it. Hence why they’re making it first, then selling it. And making camera hire for independent films so easy is how we help guarantee it gets seen.

Unlike in Honeytrap where the audience struggled to find the movie and receive it and therefore the proliferation of hardware was a negative thing for Honeytrap but a positive one for Spectre.
