    Section 108 Exceptions:
    allows libraries to make reproductions of copyrighted work for the purpose of preservation, not to be displayed.
    Orphan work: copyrighted work, but holder can't be found.
    Open Access:
    Allows for the free access of published material through openly accessible digital repositories.
    Creative Commons: nonprofit organization that provides a set of copyright licenses and tools allowing creators and copyright holders to incrementally waive their own rights to works they have created.

    Neutrality: Practical neutrality must naturally be tempered by good judgment. Neutrality may not apply when a reference librarian strongly suspects that information provided will cause imminent harm.
