According to this website, by fighting poverty, we can save energy which I do agree it’s true, but I think it applies more for 3rd World Countries. 

In this project, a few steps are taken to help the poor in Nicaragua. One of them being, the installation of conventional electricity meters in homes of rural areas. This helped in reducing the cost of the electric bill by giving a proper reading of the electricity used instead of charging the electric bill based on the assessments of how many appliances seems to be in each home. Another step is the government provided 330 high-efficiency CFL light bulbs to the communities with each household given the opportunity to exchange up to two of their incandescent bulbs for CFLs. Also, representatives of the government energy agency and blueEnergy (a non-profit organisation) visited each household to explain that CFLs consume 25 % of the electricity of incandescent while providing the same level of lighting and lasting much longer as well as proper disposed of by returning them to the government agency, due to the small amount of mercury in each CFL.

I think the moral value of consideration plays a part in this, as the government needs to be aware and considerate about the poor in an area, and by implementing energy saving technologies voluntarily and give awareness in these areas, the poor can also take a part in the conservation of energy.

As we all know day by day the number of  people who are suffering from poverty are increasing gradually. Instead of trying to reduce poverty, sometimes it's better to prevent the increasing number of such before trying to help the ones with it as it won't change a thing if one person is being help from it while someone else starts suffering from poverty. So to help those who are just one pay check away from being there, one should be aware of ways to save electricity. Saving electricity can reduce the amount you need to pay every month. Although some of the changes could be very small, but small things could make a big changes in the long run. The policy model The 2001 Fuel Poverty Strategy defined being fuel poor as needing to spend in excess of 10% of household income on fuel use to achieve satisfactory heating. It set out action on the three drivers of fuel poverty:
 poor energy efficiency in homes  low incomes  energy prices.
For the first it aimed to build up existing programmes. A government grant programme called Warm Front was the flagship fuel poverty policy throughout the period, while Defra also established the Energy Efficiency Commitment (EEC) – a scheme to oblige energy suppliers to offer efficiency measures to their customers,. Contributions to the target from the Decent Homes Standard, an existing programme to improve social housing, were also factored in.
There were no new measures under the other two headings. On incomes, the strategy pointed to measures already being taken by the government to tackle poverty among key groups, such as the elderly and people with disabilities. On energy prices, they assumed that the fall in prices that had followed liberalisation of the energy market would continue, accompanied by new social guidance issued to the Office of Gas and Electricity Markets (Ofgem) in 2000 to take into account low income households. The strategy contained no clear trajectories or costing of what action would be required to meet the targets.
Defra officials took the lead on development and management of the main policy measures, particularly Warm Front and EEC, while DTI focused on analysis and modelling energy prices and fuel poverty figures. Wider co-ordination – with the Department of Work and Pensions (DWP) around income measures, the Office of the Deputy Prime Minister (ODPM) on local government housing, and other departments and bodies – took place through an inter-ministerial group and a group of officials at deputy director level.
The government also created the Fuel Poverty Advisory Group, constituted as an advisory non-departmental public body sponsored by DTI and Defra. Extract: Worldwide, 1.4 billion people lack access to electricity, and 2.7 billion people rely on traditional biomass for cooking. Most people living in energy poverty—without electricity access and/or using traditional biomass for cooking—are from rural areas of Sub-Saharan Africa, India, and other developing Asian countries (excluding China). At the same time, the poorest people are the most likely to suffer from the impacts of climate change.Fortunately, innovative, sustainable energy technologies can allow developing countries to leapfrog to low-carbon renewable energy, while at the same time alleviating extreme poverty. Increasing energy access, alleviating rural poverty, and reducing greenhouse gas emissions can thus be complementary, their overlap defining an energy–poverty–climate nexus. Transitioning to more efficient low-carbon energy systems in rural areas can generate greater returns than similar efforts in industrialized areas.Accordingly, this chapter provides an overview of: a) The linked problems facing developing countries of energy access, poverty, and climate change, and how these problems interact and compound each other. b) Potential renewable energy solutions, including off-grid solar, wind, clean biomass, micro-hydro, and hybrid systems. For each energy option, benefits and challenges will be discussed, along with examples of successful small-scale use in rural areas of developing countries.
