I believe she is a strong woman because she ultimately has no parental figures- so she has been "forced" to be in control of her own life. Her relationship with her parents is non existent, and she is used to respect from her father- so she believes her relationship with Romeo should be a partnership. The Nurse is not really a parent, but actually is an independent woman, who acts as a role model for Juliet.
