         <description><![CDATA[<div>This place has experienced many droughts over the years, to which the North Marin Water District proactively developed diverse sources of water and managed the demands for water through development codes and voluntary conservation. There was a low resistance to drought that was affecting the population and needed to be fixed. In particular in 2015, during a severe drought, the Governor imposed a statewide 25% combined reduction in water use, which challenged the utility to find even more ways to conserve water.</div>]]></description>

         <description><![CDATA[<div>The solution to this problem was Governor Brown's continued mandatory non-essential water use prohibitions. The element of conservation of water was continuously promoted through the rebate programs. North Marin Water District partnered up with two neighboring sanitary districts to expand recycled water to increase drought resistance whilst minimizing the damage caused by the drought. Lastly, residents were offered a recycled water fill station program. </div>]]></description>

         <title>What is Still Being Done &amp; Challenges</title>

         <description><![CDATA[<div>The partnership between North Marine Water District and the Nevada Sanitary is still in place (they have been working together since the 1990s); this means that recycling efforts in Novato, California are still in place. This organization is still expanding their efforts to conserve water, particularly since the Water District is still responsible for the distribution of water. With their "Recycled Water Program Expansion Map" they are currently expanding their pipeline network another 7 miles to serve more customers in the District. The major challenge that this District continues to have is that the droughts are not stopping, the North Marine Water District is still in need of water for its residents. Problems could potentially arise from customers misusing their water resources wrongly and ruining the intended purpose of recycled water. </div>]]></description>

         <description><![CDATA[<div>One question I still have about the problem at North Marin Water District is how is it that their solution of expanding and distributing recycled water seems to be working if they are only serving about forty customers (set to expand to more soon)? Also, why is a separate private organization helping with this problem; do they get any funds or resources from the state or city government? </div>]]></description>
