This can indicate the harsh nature of the storm, as if it were granite and it's color. The phrase "cloaking them in mist" indicates the magnitude of the storm and creates an image of the hills being swallowed whole. This allows readers to infer the destructive nature of the storm. "Mizzling rain"  portrays the harsh weather condition and reiterates the unpleasant storm
