Al referir 15 años de trabajo con esta población –mayoritariamente entre 4 y 16 años de edad—Hernández Lara advirtió que el mayor riesgo está para las y los niños que laboran en cruceros viales de las ciudades de Xalapa, Córdoba, Veracruz, Orizaba, Coatzacoalcos y Poza Rica, porque se encuentran a merced de cualquier abuso, incluso físico y sexual.


La mayoría de trabajadores infantiles son empaquetadores cuya remuneración económica depende de una propina. Paradójicamente, la ley permite que aún sin recibir un sueldo fijo están obligados a cumplir con un horario de entrada y de salida, a portar uniforme y cumplir con actividades extraordinarias.

Dentro de las investigaciones realizadas por Matraca en coordinación con algunas dependencias, se desprende que en el 2004 Veracruz presentó un índice de mortalidad de 22.6 por ciento, por arriba de la media nacional de 19.7 por ciento.

Sin embargo, el índice de mortandad de los menores de 14 años en municipios veracruzanos con riesgo nutricional alto es del 18.3 por ciento, pero en los municipios con extremo riesgo nutricional es del 44.3 por ciento.

Este problema se acentúa con el alto índice de madres jóvenes pues de acuerdo a estudios estadísticos existen más de 15 mil 75 madres adolescentes entre los 15 y 17 años en las zonas urbanas representando el 6.8 por ciento de la población femenina en edad reproductiva.

Hernández Lara denunció que durante los 15 años de trabajo en pro de los niños de la calle persisten las deficiencias para mantener programas gubernamentales, lo que se traduce en ese embarazoso primer lugar en infancia en calle, seguido por Chiapas, Puebla, Distrito Federal y Jalisco.

Durante la presentación del informe de las investigaciones realizadas por esta organización, dieron a conocer que lamentablemente se carece de apoyos gubernamentales municipales, estatales o federales para establecer acciones que resuelvan un problema que va en aumento en Veracruz y respeto a la Convención Internacional por los Derechos de la Niñez.
