         <description><![CDATA[<div>The biggest difference between an ESL Program and ESL Instruction is that an ESL Program looks at the bigger picture within an entire school district while ESL Instruction deals with who the ESL teachers are, what materials are being taught, and how the material is being taught. There are many different aspects that are involved with ESL Instruction, including degrees and certifications for the teachers and the idea that the ESL teacher is an advocate for the ELL students/families along with being a resource for regular education teachers/administrators. The components of an ESL program are: educational approach, identification, assessment, placement into ESL, staffing and resources, transition from ESL, monitoring, and program evaluation. ESL instruction is the role of the ESL teacher such as being an advocate to the parents or families of the ESL students, being a language instructor and cultural liaison for students and families, and a resource for the district and its classroom teachers.  This is a smaller component of the entire program as a whole. - Nick O'Shea</div>]]></description>

         <description><![CDATA[<div>I think that the pizza metaphor is a good comprehensive way to understand this difference. An ESL program is the full range of techniques and components used by a school for teaching it's ESL students. These programs are outlined in the BEC for PA and the Office for Civil Rights website that we have read previously. The program is the whole pizza that encompasses all of these components. ESL instruction involves the individual pizza slices that comprise a program pizza. These slices represent the daily actions taken as part of a ESL program to actually help the student learn, communicate, and interact with fellow students. </div>]]></description>
