Criterion B: I tried to organize my thoughts using Monroe's sequence. Firstly, I started with an outline, where I drafted my ideas for each section. Then, I started writing my ideas in speech form.
We can check the format of our speech by rereading the paragraphs before and after to see if the transition of ideas are smooth.
Criterion D: Making use of formal yet simple rhetorical devices and persuasive techniques in speech makes the speech more interesting and draws the attention of the audience. However, if the expressions become complicated, then it will confuse the audience . Another tip would be to look into sustainable development goals in order to relate the issue you're discussing to UN. The language should be formal and avoid using daily life expressions.

CRITERIA B :
Formatting speech, by following the Monroe's sequence of ⇣ (detailed to help you guys out once again c:)

paragraph by paragraph for each step of the sequence will help to format the speech.
using formal transition words too help to separate and give the talk a rest in between.

CRITERIA D :
Language definitely should be formal spoken, as a UN delegate in a conference.

instead of using 'I' too much, use "this delegate" would be better to address yourself in a UN conference.
keeping all the "isn't" or just anything like "...n't", make it the full word. Shouldn't → should not.

So far, My speech is finally coming together but I do have quite a few things that I need to improve and change. I feel that I just need to add more rhetorics and try to have a good and appealing actiom.

A tip, try and use some transition words just as Mr. J likes. xD

Im done with my speech, but idk if i'll get a decent grade or not. I think that i have too much words but i cant delete it. Look at those sample tips, it will give you some good tips on writing a speech.
