         <description><![CDATA[<div>The large state,small state problem was that the small states wanted equal amount of representatives in the house as the big states got even though they had much less population.The north didn't accept this. This is why the Virgina and New Jersey plans occured. The virginia plan was all for proportional voting, while the New jersey plan was that each state got equal number of representatives in the house.This is when the delegates came upon a compromise, The Great Compromise. It said that there were going to be two houses in congress, the senate would have an equal number of representatives for  each state, while the house of representatives would have proportional voting.</div>]]></description>

         <description><![CDATA[<div>The other problem was that if slaves were going to counted as people or as property or as both.The south wanted to have slaves counted as people, so that they could get more representatives in house.The north wanted the slaves to be counted as property so that they could tax them, not as people. Because of this came the 3/5 compromise. It said that slaves would be counted as 3/5 a person and a person buying a slave would have to pay 3/5 of the taxes.</div>]]></description>

         <description><![CDATA[<div>The northern states wanted the federal government to take control of trading so that it could run smoothly, while the south was scared that if the federal government controlled trade, then it would stop slave trade.This lead to the Commerce compromise.This stated that the north had to wait 20 years before voting on the slave issue.</div>]]></description>
