         <description><![CDATA[<p>Step 1: Create a federal tax on hybrid vehicles and fuel for individuals and private companies such as tesla motors. The law should incorporate the previous taxes imposed on gasoline and oil so as to maintain the current funding for the highways for as long as possible. State legislators could regulate the funding for their individual states</p><p>Step 2: Incorporate federal and local tax breaks and exemptions into the law for private companies that choose to maintain and create highways for free or reduced funding, the break will vary in intensity based on the funds the company takes as pay up to a full exemption for charity. companies that would be included in this would include things like Sierra Nevada construction, or the city construction companies used by Las vegas and other cities. companies can choose their own policies for this matter</p><p>Step 3:  Introduce the law to the public in a manner that causes minimal uproar, the U.S. Senate and/or House of representatives should introduce the new tax to the public. The tax could also be introduced  to the people as a tax for State Emergency services such as the police and fire departments as well as ambulances</p><p>Step 4: Enforce the tax so that funding can be maintained as needed, modify the tax as time goes on based on depression and inflation for the benefit of the nation</p>]]></description>

         <description><![CDATA[<p><b>The Nevada Department of Emergency Response</b></p><p>The Nevada Department of Emergency Response deals with plans of emergency response. This is important because the effectiveness of emergency transportation is directly related to the quality of the road. Although it does not deal with the actual construction, it deals with how the quality affects the population.</p><p><b>American Association of State Highway and Transportation and Transportation Officials</b></p><p>Its purpose is to work toward an integrated, efficient and national transportation system; they build, operate, and maintain the nation’s transportation network. This organization monitors national and state legislation to recognize opportunities for improvement, encourages innovative strategies to find the best and most effective practice for improvement, increases its policy effectiveness by forming beneficial partnerships to help the association attain its goals, and works towards cost-effectives strategies to improve the state of methods of transportation. This program deals with the observation of needs, rather than the actual construction.</p><p><b>State Transportation Improvement Program</b></p><p>This program improves projects on and off of the State Highway System and receives its funds with revenues primarily from the Transportation Investment Fund, which is the commitment of money for transportation projects that is to be available over a period of several years. The STIP first begins by releasing a proposed fund for the project, which is then followed by an estimate of the funds that may be provided for the project. The improvement plans are then submitted. This program deals with the planning for a project.</p>]]></description>
