He made a program called " The Great Leap Forward" This program raised the production of steel and food. He made everyone install backyard furnaces and melt the metal items they had. They made their farms into big companies, this lead to starvation because of the rapid population growth the new generations weren't getting food. After Mao died the government took action with the "one-child policy" so the population would lower. The one child policy reduced the need of water and food. If you slow down your natural increase which mean lowering the amount of people dieing and being born each year then countries will get wealthier. "By 2050 the population of the 50 poorest countries will double" this means that the population wont have everyone educated. The less people in your country the wealthier it is, you can get everyone educated in the country and everyone will be healthy. The healthier the country is the more business opportunities they get.
