I believe that the election proposals (nominate or elect in 2 rounds; appoint young candidates if not enough are elected, etc.) will make the process too complicated. If the goal is to obtain 40% of WSC members below 30, the simplest thing would be to establish a direct quota system, this would avoid scenarios that seek to "force" the election of candidates below 30. The quota system could be a transitory mechanism (applied, for example, in three Conferences) that makes it possible to generate institutional maturity in the process of electing young WSC members.

The election of the WSC as a team runs the risk of looking more like a partisan election process than the selection of people interested in contributing to the development of Scouting. How would you ensure that all members of the "team" have the necessary profile to be a member of the WSC? This system has generated problems in the NSOs that implement it, including the fact that it becomes a partisan-style election and that people who do not meet the profile are elected.

I think it is wrong to assume that WSC youth members are "youth representatives" and therefore should be elected by delegates under 30. These youth members are no longer "youth advisors" but full members. Therefore, they must be elected on an equal footing with the other members of the WSC. It would be a mistake if they were elected differently since they could be considered members with different status.

well, i feel this waters down what we are pushing for, which is having young people elected as committee members. But we need to push for Youth Engagement: so we may need to emphasize the 40% of WSC to be young people under 30 meaning setting aside 5 slots for young people. After the first round, the team will need to assess how many slots for young people have been filled, and in the second slot ensure that the remaining slots are filled.
