The reason I think this is true is because even though he did save scholars and doctors from the villages he destroyed, he still killed many other people in the villages. Libraries, places, and hospitals we're burned in Baghdad, and it was believed that he bought the place to Europe, killing millions more. I think Genghis Khan did kill a lot of people but many of his actions had purpose or positive reprecussions on today's modern world. for starters mass murder was nothing uncommon at the time. many large states like what we know of as France or Spain let the black plague run rampant so large populations dying wasn't uncommon. many of his actions were driven by justice and many were (most likely) spared from death to be captured. he also possibly had an impact on technology at the time. his spree could have made china and Russia push for more effective weaponry to stop him. he also made them form a friendship that lasts through and probably beyond, the 21st century. I consider him to be bad but not the worst
