However there needs to be a thorough background screening and wait time to gain your license to carry. This is going to entail more federal government over reach but this is for the greater good.
The background checks will be thoroughly analyzed and processed in 15-30 day. There will be more advanced test and qualifications needed to carry a fire arm. 
American citizens may carry firearms but will need to go through the paperwork, qualification training and certificate in order to handle and carry a firearm.

Citizens seeking employment should not be barred from obtaining due to the use of this substance. With regulations put in place the same circumstances that applies to alcohol use, should apply to marijuana. 
The circumstances are the citizen needs to be 21 yrs of age, may not drive or operate machinery under the influence of marijuana. Shall not come to work and work on the clock under the influence of marijuana.
