What are the powers and roles of the president and how have they changed over time?

The powers of the President are not very specific in the constitution. "The Constitution is broad but vague when it comes to the powers of the president: It says that the executive power of the nation will be vested in a president" (Democracy 9). Presidents claim the executive power. "The power of executive privilege is not named in the Constitution. Nonetheless, presidents since George Washington have claimed it" (Democracy 9). The constitution says they have the power to veto or sign legislation, command armed forces, convene/adjourn congress, receive ambassadors, grant reprieves and pardons and ask for written opinions of their cabinet. Over the time the President has accumulated more specific roles. "Today, the president has seven main roles. The president is the head of state chief executive, commander in chief, chief diplomat, legislative leader, economic planner, and party planner" (Democracy 9).

Explain the advantages the president has over Congress in making foreign and defense policy

The president can negotiate and sign treaties, sign executive agreements, or pacts between the president and foreign heads of state that don't require Senate approval, and recognize foreign governments. All of these powers make the president the Chief Diplomat. Presidents have access to information and decisive ability, meaning the president gets information that Congress can't. This helps the president make their decisions, while Congress finds it difficult to challenge the decision the President makes. Congress is made up of 435 representatives and 100 senators, but there is only one executive.
