In the ad Katy Perry is singing a song, which they call Did Somebody Say. She wears lots of extravagant outfits and lives in this extravagant house. It is almost like this elaborate dream, where the food delivered by Skip the Dishes is the main event. 
This ad is mostly propaganda, and the ideology behind it is that they have chosen this famous female singer, that people trust, to represent their company. This automatically brings on most of the Katy Perry fanbase, as this directly targets them. They dress her nicely and doll like, which can in turn represent some typical gender stereotypes.
The ideology was more obvious with the outfits, however more hidden when just listening to the lyrics
