I would choose James Stewart from It's a Wonderful life, because he is a well rounded person and doesn't believe in people who screw others over for money. In fact, in the movie he owned a bank and later on opened affordable housing to people who really need it. When given the opportunity to get more money but not for the good of the people, he turns it down. I would choose my brother Tannon as secretary of energy because he is very passionate about the environment and he has also worked with solar and other energy efficient company's. He is also extremely creative and can come up better, cleaner, and more money efficient systems to conserve energy. In hard situations he stays clear headed and deals with the issue properly. So in situations with administering nuclear bomb's and other technology he will be able to do well and calmly.

These traits and the fact that he's has had many experiences on how to defeat enemies not only physically, but with friendly tactics first to keep a war from happening, would help him create new ideas to keep terrorists and other problems from entering America.
