It's the "wisdom of crowds" principle in action. Writers are encouraged to back up factual statements with verifiable references and authoritative sources as often as possible." The workforce is used to mainly maintain and make sure that they content that is posted by the public is appropriate for the site and is actually relevant to the topic that it has been posted too. And it isn't just the actual hired workforce that maintains and controls the site, but its the public as well. This was what fueled the development of the site and the entrepreneurial ideas of the site itself. It was the original developers that gained the idea for a centralized headquarters for Wikipedia with the goal of being able to exchange the ideas of their workforce and also manage the site in a proper way.
