JM - I think it is almost self-evident that the the case for providing social value is paramount to the other five listed, in a Government context. There are probably situations - whilst not ideal - where Government would proceed with an initiative on the basis of it's social value even if the initiative was flawed from an economic, commercial or strategic perspective. Think of governments continuing with unaffordable pension schemes because large parts of society are dependent on them for welfare. This can be challenged on the basis that such initiatives might favour a certain strategic demographic for that government e.g. pensioners, farmers, people in a certain electorate.

MH - As we all work in the government environment, our work everyday has a social lens. We are developing policy that impacts on how Australians live their lives, or running programs that help make things easier for Australians to live. For these reasons, a social case is very relevant in a government context.

From Roysul Islam: CSIRO National Outlook 2019 looks at the megatrends and big challenges ahead for Australia and the things we as a society need to achieve by 2060 to address these challenges. Social cohesion and Declining trust in liberal democracies are the two challenges listed in the outlook along with other four challenges (climate change, demographic shifts, rise of Asia and technological changes). If we are unable to address the social issues, the outlook report predicts that as a society we would not have any coherent approach and consensus to solve the other challenges. As a result, I conclude that Social case should be integral to the business case model under the current circumstances and challenges ahead. Ultimately, the collective intelligence is required to solve these mega challenges ahead and to achieve the objective of collective intelligence application, we need to consider the social case in our project business case model.
