The Handicapper General represents a common goal or objective that all the disabled citizens hope to eventually achieve.

Ballerinas are a representation of Georges mind because they start off as a healthy group and eventually end up in shambles.

The voices in Georges and the citizens head relates to the empowerment that the Handicapper General bestows on the people.

Being created equal leads to more conflicts than solutions.
