I think that that quote is powerful because it, in short terms, explains how a leader can change how people think and act. A weak leader with a strong army won’t get anything done unless the army does it for them. A weak army led by a strong army, however, can change the course. The leader would be considered strong nowadays, by modern standards, if he defeated the enemy with ease. If he loses a battle, is the leader and his army weak, or have they learned their weaknesses and how their enemy behaves? If the leader constantly scolds the army for their weakness, will they see the positive or constantly think of their weaknesses? It’s like the article mentions tests and self thought. Words matter. The way you speak to other people affects how they see you. Constantly trash talk them, and they will see you as a rumor spreader, or something similar. Help them out, or talk to them frequently, (without trash talking them) they’ll see you as a better person. It all falls into the way you project yourself.
