He was considered and outsider because of his race. He was living in the early 1900s where racism was a common but ignored issue. The story is set in California, which is a state that is not quite as advanced with dealing with racism. Crooks is still a marginalized identity. And so due to this he finds himself ostracized from the rest of the workers who are white. The workers do not enter his room, which happens to have a window above the manure pile.
