The form of a building usually gives the first impression which is why form plays a very important role, as it attracts the eye towards the exterior form of the building, moreover can deliver the message of the buildings concept and the characteristics without people even going into the building. 

Function on the other hand, is a completely different term that considers the usage or the activity that will be held inside the space or building rather than the importance of how it looks, Function changes over time, however there are many factors that will slightly hinder the relationships between form and functionality of any building, including technology, uses of space and materials for build. Nowadays, most of the building especially cultural heritage area, they are more look into the keyword: “adaptive reuse”. This situation showcases that technology in recent times actually enhanced the relationship between functionality and form of a building as new techniques, styles and materials allow us to modify and adapt the old forms so it can suit the current desired function of the space.

However, I think Image B represents function more so than the first image. The first designer that came up with the phrase 'Form follows function', was Louis Henry Sullivan. He says that the exterior design of a building should reflect the different interior functions of the building. In the Image B, it's evident to see the space that has been created by the architect. Function can refer to intended uses and activities. However, it's hard to compare both images because one shows the exterior and one shows the interior. Image B may be more 'functional', for example, the technicality of the structure. Often called America's first truly modern architect, Sullivan argued that a tall building's exterior design (form) should reflect the activities (functions) that take place inside its walls, represented by mechanical equipment, retail stores, and offices etc. 

The phrase "form follows function" was coined by Sullivan in his 1896 essay "The Tall Office Building Artistically Considered." This quote still has a cause for discussion to this day influencing many young architects which links to Sullivan mentoring a young Frank Lloyd Wright in his Architecture training years.

Some architects will say the most crucial function of a building would be designing space for interactions and activities, whereas others may argue the most important is the technicality (I.e. joining engineering and architecture). Especially in this climate, environmental functions may be the most important. Due to climate change, architects especially are facing a demand to use alternative materials that are more sustainable. Some architects would say functional design aligns with environmental design. Some business owners would say a buildings most important function, is the economic function. Lastly, religious buildings may say the most important function of all is for the building to be symbolic.
