How does entry into the Singaporean market help in market penetration in South-east Asia?

The Singaporean cultural context was considered more open to these brands and so Singapore was chosen for market expansion. However, this seems to defeat the purpose of market penetration in South-east Asia, as entry into the Singaporean market is thus very different from entry into other South-east Asian markets like that of Thailand or Indonesia. I understand that it may help in expanding to the West because of our East-West cultural context, but how does it help in expanding to the rest of SEA?
