         <description><![CDATA[<div>Japan Attacks Pearl Harbor<br>Ever since the United States' hold of U.S. oil from Japan, the Japanese government tried to negotiate with America in means of getting their oil back in order to fuel its navy. However, Japan's invasion of China and refusal to pull its troops out of China prevented America and Japan from reaching a compromised agreement. Thus, with the lack of oil, Japan believed quick action was necessary. </div>]]></description>

Covering all basis from citizens to trade, the document was a sign of cooperation as the U.S. was fully involved in aiding Britain at this point in time.&nbsp;</div>]]></description>

When Japanese troops occupied Indochina in July 1941, the United States further stopped Japanese access to its foreign goods and U.S. oil. </div>]]></description>
