Foreign policies deal with issues outside of the Unites States. Washington also realized that any interactions with outside countries wouldn't do any good with United States. In 1793 a war had broken out between France and Britain. Some Americans thought that we should help the French because they helped us but other Americans felt that we should have helped Britain. Washington resolved the problem by neutralizing America.
