Since you can't really get the address of someone in that society, O'Brien made sure their exchange was done in front of a telescreen to make sure no one was suspicious of them meeting. Julia and him go to his house and O'Brien turns off the telescreen, showing he privileges of being inner party. He smokes fine cigars, and even shares wine with them as they talk about the brotherhood. He essentially tells them that they will do random actions that will contribute to the rebellion's success, and it is likely they will never see the fruits of their actions. Then while O'Brien asks questions, the two confess they wouldn't be okay with being separated from each other. O'Brien just says he is glad they told him the truth.
