This brought the question should Missouri be entered as a free or slave state. James Tallmadge Jr. introduced the Tallmadge Amendment this made it so the Missouri would be entered as a free state raising tension.

Norths opinion: The north favored this because they opposed slavery and said it was evil, immoral, and unconstitutional.
Souths opinion: The south opposed this amendment, they believed that congress has no right to decide what states are free states and which states are slave states and it should be up to the people. They feared that free states were taking over.

This was made to keep congress out of the slavery, this worked for 10 years and congress stayed out of the debate over slavery.
Norths opinion: The north was not happy because they were sending petitions to end slavery and asking congress to end slavery but they now started to refuse to consider ending slavery.
Souths opinion: The south were happy with this because they want slavery and they were worried congress would interfere with it but now they were reassured that they wouldn't end slavery.
