         <title>It&#39;s important to monitor expenditure against a total budget and against the various components of a budget. Over runs have to be paid by someone, likely forcing a squeeze on other projects or business as usual activity. Monitoring allows the cause of the over run to be identified potentially before it happens, and certainly provides the opportunity to rectify spending.</title>
