The place in Picture B is more prone to flooding. This is because the ground is made of concrete tiles, this means that the ground is less permeable, which means that less water is be able to infiltrate into the ground. This causes more surface runoff and thus there is an overflow of large amounts of water on land that is normally dry, resulting in floods.

The city is surrounded by concrete which means that when it rains, the water will not be able to infiltrate into the ground. Thus, Low permeability of surface cover make these cities prone to flooding because of the high surface runoff due to the concrete surfaces. This in turn leads to overflows of large amounts of water of water onto land that is normally dry. Another way cities make themselves prone to flood is because as it slowly expands, the land that used to be natural vegetation will be removed and replaced by concrete and water will not be able to seep into the ground.
