According to Rousseau, citizens submit to the authority of government to protect their own interests, entering into a "social contract."<br><br>     His ideas were were displayed in The Social Contract published in 1762. This contract allows the government to enforce laws, as long as it serves the people. If the government doesn't serve the people then it should give up it's power.</div>]]></description>
