He believed in natural rights, limited government powers, and equal laws and rights.

These ideas are displayed in The Declaration of Independence. Although Locke didn't right the document, the concepts were his. Thomas Jefferson had just used Locke's ideas as his own work.

the idea that governments should express the will of the people. According to Rousseau, citizens submit to the authority of government to protect their own interests, entering into a "social contract."

     His ideas were were displayed in The Social Contract published in 1762. This contract allows the government to enforce laws, as long as it serves the people. Spirit of the Laws, which was published in 1748.
