Thanks to Jasmine and Jeannette for their sharing. Insightful. Having a resilient and agile civil service that is responsive to change is important in managing crisis. This will help in making decisions when it matters. In doing so, it is also important to admit when certain decisions failed to yield the desired outcome and therefore the need to alter decisions becomes important. In addition, looking into the future to plan for the present can give us a better level preparedness in addressing shocks.

Good presentation Singapore team. It's clear that we were all pretty much faced the same kind of challenges, more or less.... and still facing at some point. Inter agency coordination is very important for proper coordination... It's beautiful how public were actively helping each other, at some point even helped the government by creatively coming up with PPEs, mask and many other aids even for the frontliners .during the pandemic.

Communication is important to be able to enforce successfully. And from the government side, it would help if the messaging is couched in positive rather than negative language.

Resilience and agility can only come with preparedness. While we cannot accurately predict 100% of the time, a working crisis management structure enables government to respond quickly and effectively.

a gov has to have a structured fiscal policy and adequate reserve. to achieve this, economy has to be driven in the right direction with full support from neighbours. prosper thy neighbour is the key. together we build a financially resilient region.

There is no such thing as Crisis being the same. Because environment and situarion will always be different anywhere. The more important thing is how fast we can respond to lessen the impact of the crisis. And how to make ourselves resilient for future crisis.
Creation of a good strategic communication will help mitigate the spread of unreal news and will keep the people updated of what the crisis is about.

During the pandemic, we faced a challenge to dispatch the Person Under Surveillance (PUS) to the location that they want to visit like for an example, visit death.

Grab driver is also bounded to the system that Grab has issued.

As a suggestion, Grab maybe can have a discussion with the government to offer the particular service provided if the disaster happened once again in the future.

1. The private sector is a fertile source of services and other resources that would assist government especially when faced with an unprecedented challenge. Government should be able to leverage on that strength which is possible only if there is trust, confidence and transparency.

2.Very interested to explore further a possible ASEAN-wide facility for, among others, procurement of medicines and the like. It would certainly give life to the ASEAN being a single market, one that is very much a key economic community in the global stage.

1. Though COVID-19 is primarily a health concern, addressing it entails the whole of government, whole of society, not just the health sector. There is a need to tap the law enforcement, economists, social workers, commerce experts, etc. to combat the cascading effects of COVID-19 beyond health.
2. Countries have different approaches in managing COVID-19 impacts. Such can be attributed in the differences in geographical landscapes, cultures, politics. Therefore, the best practice from one country may not necessarily be copied exactly for another country. However, packets of learnings and success stories can always be beneficial.
3. Community involvement is essential through proper Risk Communication. Keep the people informed. Be transparent. Let the people know about the actions and updates.

1. Overall the program has been good in terms of the different sharing by guest speakers, giving us insights on challenges and processes in addressing a crisis. Though we can find similarities, nevertheless country specific approach is visible as the dynamics were different.

2. Given the above, it is also good to note that most guest speakers were addressing the same issue - the pandemic - which was at some point felt a little overloaded. A mixture with a more general subject like the talk on Communication by Mr Menon and International collaboration by Mr Singh can be helpful to keep the focus intact.

3. Surely the different country presentation and questions / comments were helpful, and so was the clinic session.

1. Strategic foresight is critical to resilience. The ability to anticipate for contingencies and incorporating in some way for such contingencies (similar to providing for a contingency fund) ensures that an organization, a government or country, is quick to respond to "unprogrammed events", be agile enough to recover and even leverage on new opportunities.

2. Realization that even biggest of challenges can be tackled by working together -- whole-of-government approach and learning from each other. With the right communication tools, it can be converted into a whole-of -nation endeavor provided that the requisite ingredient of trust is present.

the overall timetable is ok and well structured. however, since the nature of this session is online, participants could not totally participate in the 7-halfday course due to other work commitment. unlike physical sessions, we were bogged down with incoming workloads since we were considered 'in the office'. this is a small setback of online programme/course. however, the structure of the programme is commendable.

Tina is very good, she knows how to engage and maintain the dynamics of the session.

2. Contents (project sharing and clinic session)
the contents were significantly related to the session. personally, i managed to gather certain input which i need for my area of work and utilize the experience sharing session as part of learning the best practices.

Key insights..
1. When some decisions had to be made on judgement calls, without full information, we had to be adaptable and adjust policies to new evidence and data.

2. Long-term planning is not necessarily required in order to give us the agility and flexibility in execution.

3. Risk managed approach should be applied to balance between health and economy needs.

4. Must be prepared that some crisis will be with us for a long time. Hence, response plan needs to be sustainable.

Key insights:

I will not forget, that before a lockdown, consider, the purpose because it has a great impact on social, emotional and economical aspect pf each life under a lockdown. The government may mean well but the people will always think of their survival.

In order to make people understand what we want and do what we want we have change our attitude. We should have great crisis communication skills to make people know the real situation and make them understand. We need to know when and what to publish. Timing is also an important, and it has to consistent and clear.

There are also partnerships we can make use of, because not everything is can be done by the government.

Here are my takeaways from today's session:
1. I learned about the building blocks which need to be assembled or implemented during a pandemic. This is helpful in guiding future policy formulation and implementation.
2. To address any pandemic, it is imperative to have a whole-of-government approach in terms of policy coordination. As for stakeholder engagement, we should have a whole-of-society approach to engage all sectors and to ensure inclusivity.
3. The need for regional cooperation was all the more emphasized during the COVID-19 pandemic e.g. vaccine rollout/, extension of assistance to least prepare countries, resource mobilization, sharing of practices and strategies for pandemic response ,etc. . Regional cooperation is crucial to ensure that no country is left behind.
