He made it so everyone can read it and learn how to be a good citizen of China. Did it succeed or fail? The program did succeed because it sold over 6.5 billion copies. It affected the people by telling them how to be proper and act like a good citizen. So the more people that read it, the more that believed and listened to Mao's thoughts.
