I use the power of data to influence prioritization and investments into HIV for greater impact.

We provide the strategic direction, advocacy, coordination, and technical support needed to catalyse and connect leadership from governments, the private sector and communities to deliver life-saving HIV services. I consider our role in Togo as well as in Benin to convene/mobilise government partners, civil society and communities, the private sector, international partners by doing the following in the programmatic are: (i) to provide strategic information (ii) to provide insight into (innovative) strategic thinking and interventions to achieve targets focusing on increasing present results and applying an inequality lens to achieve corporate priorities for 2023 : (ia) increasing testing-treatment-VL suppression targets for ALL subgroups in particular children, men, adolescents, KPs; (ib) advancing the HIV prevention agenda in particular for KPs and young women and adolescent girls and (ic) expanding community-led service delivery and community-led monitoring. To do all this we need to support the countries efforts to mobilize financial resources and achieve equitable and sustainable financing.

I would like to highlight three ways in which we implement these programmatic objectives:
1- UNAIDS champions the principle of ‘know your epidemic, know your response’, which emphasizes the fundamental importance of data to inform evidence- and rights-based policy and programming. Harnessing the power of data, UNAIDS works to consistently improve the quality of reporting, analysis, modelling, and communication of results and to play an active role in the real-time data visualization revolution.
This includes innovative methods, such as collection of sub-national level data, a focus on cities, hotspots and populations at higher risk

2- UNAIDS advances the promotion of the strategic ‘investment approach’—supporting our three countries to focus on priority areas, populations and interventions where cost-effective impact and value-for money is best achieved and can have multiplier effects across broader health and development issues.

3- ·UNAIDS promotes a more integrated multi-sectoral approach to programming across the UN system, including health, gender, sexual reproductive health and rights, and social protection

We bring forward UNAIDS programmatic objectives by frequently providing leadership through the convening role of partners across the spectrum to deliberate on the HIV response issues. Examples include convening the UN Joint Team on HIV, the Development Partner Group on AIDS, the oversight committee of the GF CCM, civil society community representatives. Other examples include providing leadership in guidance of strategic planning including alignment to the Global AIDS Strategies and international best practices; global fund proposal writing and other resource mobilization efforts. We also lead in supporting the government and partners strategic information generation, documentation and use. We provide a civil society with support and capacity building to meaningfully engage with government and other partners. We lead in ensuring that the government monitors its AIDS response at national and subnational levels including sharing globally progress on the political commitments to the UN political declaration. We continuously advocate for an improved enabling environment for the AIDS response through regular reviews of national commitment, policies and laws and advocacy for changes including removal of punitive laws. We lead in resource mobilization from the Global Fund and ensuring alignment of PEPFAR and other funding to national and global AIDS strategies.

My role is to strengthen and enhance and coordinate the co-sponsors contribution to the national AIDS response. I play a high level advocacy towards the government to maintain and position HIV/AIDS among the country political agenda and key priorities. My role is also to mobilize the needed technical support to empower the government institutions and the civil society organizations for greater response to HIV. The support to financial resources mobilization is among the UCD core priorities. Generating data to guide the AIDS response is critical for the better allocation and use of the resources with high impact. As UCD, I have to be at the frontline of combatting inequalities and voice for the voiceless. I also have to help the country to define strategic and inclusive vision to implement a holistic HIV response including the key populations, young women, girls and adolescent's specific needs.

The MCO has identified our comparative advantage given the varying needs, partners, and realities in each of the countries we support. However common in approach in the three countries are (1) Leading with evidence and community engagement - it is central for us to ensure we have the right people and as much information at the table to inform how best to move forward; (2) Leveraging on the joint programme - the cosponsors amplify the work of each individual agency around the table, and it is important to have a cohesive unit to advocate, implement, and mobilize as one to further our impact; (3) Be proactive for the needs in the future by catalysing the needed change and partnerships - MCO must play that strategic role to see the big picture and be ready for what is next so that the HIV response and partners are ready to address it, whether it be sustainability plans, innovative approaches / interventions, or working with different partners; (4) Raising the visibility of and commitment to the HIV response - it is imperative that the MCO play this role to keep HIV on the high level political agenda and support the countries in achieving their targets

UCO is a crucial convening space where different stakeholders, starting from MoH and NAP, NGOs, communities, UNJT, CCM, etc. benefit from coordination, technical assistance, mediation, etc. We provide strategic direction but also a bridge between different stakeholders. UCO also helps the national response actors identify levers and gaps to be addressed based on strategic information but also reminds them of commitments made in the framework of the global strategy. We coordinate the UNJT and the UN in general reponse to HIV at the country level. UCO identifies potential partnerships and resource mobilization.
