AB 2626, introduced by Democratic Assemblywoman Lisa Calderon of Whittier, forbids professional licensing boards from suspending or revoking the licenses of physicians, physicians assistants, nurse practitioners, or nurse midwives who conduct abortions. Additionally, it stops licensing boards from refusing licenses to doctors who received a criminal conviction for providing abortions in another state.

The three proposals are supported by the state's Future of Abortion Council, which also includes the attorney general, lieutenant governor, and a number of patient advocacy organizations. The law with the biggest resistance, AB 2223, sparked tense demonstrations outside the Capitol amid claims that it is overbroad and legalizes infanticide, something that advocates strongly dispute. 

Two women in Kings County were incarcerated and convicted of murder after having stillborn children and tested positive for methamphetamine use before state legislators concentrated on establishing a safeguard for abortion rights. The contentious instances prompted Bonta to warn law enforcement not to punish mothers who miscarry or give birth to a stillborn child.

State legislatures are still fighting for measures that would support or prohibit sanctuary laws. A relationship between local law enforcement and the DHS, according to those who support legislation to abolish sanctuary counties, makes it easier to deport potential criminals who are unlawfully present in the nation. 

The constantly shifting character of ELs, which is challenging to capture with the current snapshots of statewide data, is a crucial aspect of their variety. Successful ELs leave the population when they are reclassified, less successful ELs stay, and new ELs are added at every grade level as new pupils come from overseas, as well as from different states or schools.

Despite this variety, there are several EL traits that are universal. Although at least 59 additional languages are spoken in California schools, Spanish is the primary language spoken at home by the great majority (85%) of the state's EL children. Vietnamese (3%) and Filipino (1%), the next most popular languages after Spanish, are spoken worldwide. In contrast to the overall poverty rate of 21 percent for school-aged children in California, the poverty rates for ELs range from 74 to 85 percent, which is a significant factor in politicians' attention to this population. 

While most ELs in California are native-born, a significant portion of older EL learners are foreign-born, which is not surprising. According to national statistics, 82 percent of current EL students in grades K–5 are citizens, although this number falls to 55 percent in grades 6–12. The majority of California's ELs, roughly 180,000 students, are in kindergarten. In upper grades, there are fewer ELs since some of them have developed their English language skills to the point where they can be reclassified, leave school, or relocate outside of California.
