In these sentences the author is saying time waits for no one. Like the saying "time flies when you're having fun"  and times goes slower when you want to be somewhere else, or your mind is somewhere else. The mood that's been established so far (to me) is a bit of nostalgia and a sense of laughing at one's old self, at the inexperience and naivety. Because of that, I think that the mood also contains some lightheartedness as well.
