The Youth Symphony Orchestra of Kaiserslautern invites young musicians of all backgrounds and nationalities; rehearsals are bilingual, held in both English and German.

We currently have two main ensembles; a Sinfonietta for newer string players, and a Symphony Orchestra for more experienced string, woodwind and brass musicians. Administered by the Kaiserslautern County Music School, our groups rehearse weekly on Monday Afternoons/Evenings throughout the school year at the Sickingen-Gymnasium in Landstuhl. We perform periodic concerts throughout the Kaiserslautern region.

A mill and overlay project to maintain Fairchild Avenue on Ramstein will be completed in 5 phases of milling and repaving. The project starts 27May at the Mitchell intersection and will work west. Phase 4 is scheduled 26 June to 8 July. The section between Bldg 2406 and Bldg 2388 will be closed limiting access to some driveways. Traffic signage will be posted diverting vehicles around to Maxwell and Lincoln, with no access from Nightingale. During milling work, roads and driveways will be open to traffic, but please proceed with caution and at direction of local flagmen. Truck access is limited. See attached map.

Starting August 26 to October 18, 2024, the Ramstein-Miesenbach Junction 13 on A6 in direction to Kaiserslautern will be closed. Traffic on the A6 will be diverted past the construction site via the Kaiserslautern-Einsiedlerhof Junction 14. Traffic on the L363, the road between Landstuhl and Ramstein, will be routed to the Landstuhl-West interchange and from there back onto the A6 in the direction of Kaiserslautern.

During peak traffic times on the detour routes, obstructions are to be expected due to the increased amount of traffic.

Drivers are advised to pay attention to the announcements on the radio, to switch to low-traffic times if possible or to take expected disruptions into account when planning their route and to allow adequate travel time.

The Autobahn GmbH asks drivers to exercise caution in the area of the roadworks and on the detour routes and to show understanding for the unavoidable traffic disruptions caused by the necessary work.

Understanding African Swine Fever, potential risks

POV’s will not fail inspections if they do not have the “3-peak Alpine” symbol while there are no official winter weather conditions in effect. While the law does not mandate calendar dates during which snow tires are required, it is recommended to have snow tires mounted from early October until early April. Under the new rules, fines have been doubled. Drivers caught using summer tires in winter conditions and drivers who cause an accident or obstruct traffic because they use inappropriate tires during winter conditions will be fined by German authorities. In addition, insurance companies may deny coverage to motorists driving with summer tires on wintery roads. Drivers who are unsure about winter-tire requirements can contact their local vehicle-registration or safety office.

During winter road conditions it will be MANDATORY to have the “3-peak Alpine” symbol to be able drive around the community and to be able to pass POV inspections. The M + S symbol alone, will not be acceptable for winter road conditions.

On March 10, 2017, the Federal Council approved a regulation by the Federal Ministry of Transport, according to which vehicle owners can now also be fined if drivers were driving their cars without winter tires. The fine for owners costs 75 euros. In addition, there is the risk of a point on your license.

It is currently required that drivers must drive on ice, snow or slippery roads with tires that have an "M+S marking". However, what "mud and snow" (M+S) means has not yet been clearly defined.

A new regulation on the labeling of winter tires will therefore come into force in 2024. From October 1, 2024, only tires with the "Alpine symbol" may be used.

The "Alpine Symbol" consists of a snowflake and a mountain. All-season tires can also have this symbol and can therefore be used in winter conditions.

New winter tires are already marked with the "Alpine Symbol". Tires that still have the M+S marking and were purchased before December 2017 can still be driven until September 30, 2024.

In Germany, a so-called situational winter tire requirement applies. As soon as winter road conditions prevail, a vehicle may only be driven on public roads with winter tires. If this is not the case and the driver is caught driving with summer tires in winter, the following sanctions are threatened:

• driving without winter tires: 60 euros fine, 1 point in Flensburg

• endangering other road users: 100 euros fine, 1 point in Flensburg

• obstructing other road users: 80 euros fine, 1 point in Flensburg.

Please note and share with your units the upcoming partial road closure of a short section of the Kisling Memorial drive on 8 November 2024. Eastbound traffic on Kisling Memorial Drive will be required to slow down to 30 kph between Rodriguez and Lincoln.  Traffic traversing east on Kisling Memorial drive will have to use the opposing lane and those traveling west will be detoured around.  This traffic control measure is indicated on the attached map. The purpose of this Human Research study is to examine whether morning light exposure using light emitting glasses can improve mood through circadian rhythm realignment. Information gained from this study will support the relationship between the effects of light exposure on circadian rhythms and treating the symptoms that result from circadian misalignment. Results from this study will be used to address the pervasive issue of sleep disruption and circadian misalignment and potentially improve the quality of life for members of the military. This information could be generalized to populations that deal with circadian misalignment like night-shift workers, as well as provide overall insight to other symptoms of low light exposure in the general population such as Seasonal Affective Disorder (SAD).

As part for the 86 AW Parking Warden Program, the 86 FSS is teaming with the 86 SFS to enforce parking policies at the Officers Club/Bldg. 302,  in accordance with RABI 31-218 para 4.2.3.15. There will be a one-week acclimation period starting 21 April; warning notices will be issued for any vehicles exceeding the permitted two-hour parking time. On 28 April violations will result in a citation. Drivers are reminded to display a blue parking disk in the driver’s side window to avoid violating the Traffic Code.

As the weather is getting warmer the 86 Security Forces Squadron would like to remind operators, of non-motorized and electric transportation ie. bicycles, scooters, skateboards etc…, to wear the required personnel protective equipment (PPE), in accordance with RABI 31-218.

PPE required for all operators is a helmet, which is approved by the American National Standards Institute, the Snell Memorial Foundation Standards, the Institut für Zweiradsicherheit e.V., or the Economic Commission of Europe. Operators must properly wear and secure their helmets with their chinstraps fastened under their chins.

In addition to helmets, operators of skateboards, scooters, electric scooters, roller-skates, rollerblades, ect… are to wear kneepads, elbow pads and wrist guards.

This regulation applies to all personal entering and operating on Ramstein Airbase and will be enforced starting 28 April. Any violations of this regulation may result in a traffic citation in accordance with RABI 31-218 paragraphs 4.4.2.2.4. -  4.4.2.7 and paragraphs 4.4.4. - 4.4.4.9.

786 CES needs to run a new power line for the Freedom Fest. Therefore, the Skytrain road in front of building 2210 (Hangar 1) must be closed and traffic must be rerouted through Airfield Button up Gate # 50 (see map).

Gate 50# will remain open from Thursday, May 15 at 0800 hours through Friday, June 6 at 1500 hours.

ATMs will be in standby mode, which will allow withdraws up to $300 or local currency equivalent.
