Rome had advanced roads and housing. In Rome's roads, the had rock set in a line that offered enough space to allow wagons to pass through, but also wide enough that the citizens would be able to jump across if it were to rain. The housing was also quite advanced, the had what would now be called as "apartments" and if cities were becoming too heavily populated, they would build another.

Rome's government allowed all people equal treatment. Many more examples of fair treatment were exercised, a person was innocent until they were proven guilty, proof had to be provided from the accuser, a person would be punished for actions and not thoughts, and any law that seemed unfair would not be used. Some of these requirements seem like seem like a given, but it is still important that they had so many rules in place to keep people as fair as possible in the view of law.
