Financing for Germanys healthcare system is achieved through a Publicly-Financed Scheme (SHI). The SHI scheme is operated by over 200 competing health insurance funds (sickness
funds; SFs) and is regulated by the Federal Joint Committee.  Sickness funds are heavily regulated, non-profit insurers who are legally required to accept all applicants and are permitted to sell health insurance
(GKV).
