Power is divided and shared among governments by having every government being able to make laws to help their governing body. If you thought of it as a school, the local government would be a classroom, state would be the school, and national would be the district. So the teacher in the classroom makes rules to help the students in that specific class. Then the school makes rules to help the students in that entire school. Then the district makes rules to help all of the students in the entire district.
