         <description><![CDATA[<div>Packing is one of the variations of Gerrymandering and it is the act of concentrating the voters  into certain districts. Cracking is the another variation and rather than it concentrating on one area or district, it concentrates on a larger area to have less representation. (This spreads out the voters into large area rather than concentrating on one area).</div>]]></description>
